Scope of work

The Advocacy Committee engages with stakeholders on the issue of sustainable construction, aiming to enhance the contribution of concrete to Europe’s sustainable built environment.

The Committee’s objective is to present policy asks concerning European Commission proposals and to monitor and influence the co-decision process using input from the technical committees.

Objectives

• Develop position papers.
• Organise the annual ‘Concrete Dialogue’ event, focusing on a key policy issue identified for that year.
• Promote concrete and material neutrality in EU legislative and policy files through position papers, amendment suggestions, amendment recommendations, and social media posting.
• Engage with European Commission, MEPs, and construction value chain stakeholders.

Scope of work

The Sustainability Committee is an expert group addressing sustainable construction issues, applying the whole life cycle approach. The experts focus on European initiatives that can influence the concrete market and develop activities and strategies to engage with key players on selected topics.

Objectives

• Monitor EU policies and initiatives related to construction products, provide timely alerts, and coordinate agreed recommendations and actions in relation to the European Commission, Member States authorities, CEN technical committees, and other relevant European (e.g., CPE) and international bodies (e.g., GCCA), when and as needed.
• Track European Commission initiatives related to whole-life carbon, sustainability, circularity, and standardisation in construction.
• Provide the Advocacy Committee with policy asks on European Commission proposals, and guide the co-decision process as identified (focusing on communication and public affairs directed at the European Commission, the European Parliament and European built environment stakeholders)

Scope of work

The Technical Committee is an expert group addressing technical issues related to standardisation. The primary focus is on influencing policy on technical matters and identifying practical and pragmatic solutions for the concrete industry. This committee also hones in on European initiatives that may affect the concrete market, with discussions centred on formulating activities and strategies to engage with stakeholders on key topics.

Objectives

• Identify and address key challenges and opportunities related to standardisation, primarily through CEN, and where applicable, ISO. This involves coordinating industry input, offering support where necessary, and monitoring EU policies and initiatives on construction products. The committee will alert and align recommendations and actions concerning the European Commission, Member States authorities, and pertinent European and international entities (e.g., GCCA, EUPAVE) as required.
• Establish, coordinate and support relevant sub-committees assigned to specific issues.
• Collaborate with other Concrete Europe committees on overlapping topics as needed.
• Follow EU standards and regulatory issues.

Scope of work

The Health & Environment Committee provides a platform for Concrete Europe members to exchange information on European strategies and approaches to mutual health, safety and environmental challenges. The committee actively seeks opportunities for collaboration concerning the present and future health, safety, and environmental impacts of concrete and construction products at large. Given the extensive expertise and knowledge within the group, the focus remains mainly on European initiatives.

Objectives

• Monitor EU health, safety, and environmental policies and initiatives that may influence concrete and its components.  
• Inform the members on the upcoming legislative requirements, harnessing collective expertise for coordinated action.
• Coordinate activities with other associations, regional and international bodies, to keep abreast of items that are on the agenda of the European Commission, Member States Authorities, CEN, and its technical committees.
• Develop strategic activities to influence key European (and, when coordinated with GCCA, international) stakeholders on targeted topics related to health, safety, and environmental issues.
• Provide recommendations, give advice, and propose guidelines aligned with agreed joint actions, when necessary.
• Establish, coordinate, and support relevant sub-committees and task forces to tackle specific issues.
• Facilitate the exchange of knowledge and good practices across the entire supply chain, allowing members to benefit from shared insights.
